For the most part, if you're doing community service, you don't really need much in the way of an outfit, gimmick, uniform, costume, etc. If you want to get your name out there as someone the people can rely on, there are plenty of people on here who are willing to help you put something together, or you could design something yourself. Of course - and this is not a joke, - business cards are a great way to legitimize yourself.
As your introduction doesn't make it seem like you'll be doing much confrontation of violent criminals, this post won't include discussion about weapons or martial arts, though it's still a good idea to have some legal form of both. However, if the neighborhoods bad enough, you still might want to consider investing in some protective gear, like a bulletproof vest.
Know your area, know yourself, know your goal, and always have at least one plan, if not several contingencies. A lot of RLSH go around with rolling ice-chests, so they can hand out cold drinks in the Summer. Some have even discussed taking a crock-pot full of soup with them in the Winter, so they can serve soup to the homeless. Whatever it is you're doing, you don't want to be caught in a situation where you feel like you can't do anything at all. Luckily, it's probably a safe bet that you have most of what you need in your own home, and can get whatever else you need for a reasonable price.
